Editor Options (F3) behaviour has changed in all builds from 0.30.4 to 0.30.8

Editor Options (F3) behaviour has changed in all builds from 0.30.4 to 0.30.8.
The window shows empty as shown in the attached image. 
I'm not sure if this is intended or a collateral effect but in previous versions that behaviour was different.
