steering manager roll wiggle

It has been noticed that the steering manager has trouble with the roll axis when only gimbaled engines are supplying the torque which can lead to constant excessive wiggling of the controls. This appears to only be caused by multiple engine parts placed symmetry as apposed to single parts that are able to generate roll torque.

The workaround that appears to solve the issue in most cases is to multiply the default value of the ROLLTS suffix on the steering manager by 2.
