Fuel Consumption data for at least some RCS configs is missing

In the new expanded engine UI, fuel consumption data for at least some RCS blocks cannot be seen.

Reproduction steps:

1. Whack on a RCS block [28/45 N class]
2. Set it to use Nitrogen at TL 0
3. Open the engine config window
4. Hover over the Nitrogen config name
5. Note that the tooltip appears, but while it says that the engine consumes Nitrogen it doesn't tell you how much in kg/s, g/s, L/s or mL/s

There are other examples, but this is where I first found this issue.
