Let's start with this. If it ends up being too brittle, we can switch to refactoring the existing cicd Cloud Build config in the kaggle-environments repo to optionally support running against a specific Docker image rather than building it from scratch. |

A bit of a quick and dirty solution to the ask. It's brittle against things like simple file moves in the
kaggle-environmentsrepo, but wasn't too sure how much we really wanted to couple these two repos. Open to alternative implementations.
