someone with enough rights needs to create personal access token and add a GHCR_TOKEN in repository secrets for this to work:

1. create https://docs.github.com/en/authentication/keeping-your-account-and-data-secure/managing-your-personal-access-tokens
2. add https://docs.github.com/en/actions/security-for-github-actions/security-guides/using-secrets-in-github-actions
