Snow Plows & Maintenance vehicles are considered 'cars' in road restrictions.

If you have a road and set its restrictions to not allow cars, this stops snow plows and maintenance vehicles from being able to spawn/visit these roads.

Suggestion would be to combine them with the garbage truck option in the restriction selector.

Up on the upcoming version, those won't be routed anymore by T++ and will be able to go anywhere then want.
