One of the most common questions about ReturnClaw is how it handles legal compliance — specifically the Computer Fraud and Abuse Act (CFAA).

The short answer: every action passes through a Compliance Agent before execution.

The Compliance Agent validates that:

• No retailer credentials are stored or used
• No unauthorized account access occurs
• All data comes from user-consented OAuth grants (Gmail/Microsoft Graph)
• Actions map to things a user could do manually
• CCPA and GDPR constraints are respected for data handling

The compliance memo was written before the first line of agent code. The architecture is legally shaped from the ground up.
