chore: adopt engineering standard v1.0.0

[Kenearos]

Automated adoption of the org engineering standard (its-consulting/standards @ v1.0.0).

• Renders the standard's templates/ into this repo (governance, CI gate, issue/PR templates, SECURITY, CODEOWNERS, editorconfig, gitattributes, pre-commit).
• Pins .standards-version=1.0.0 and vendors OPA/Rego policies to .standards/policies/ so CI runs the gate locally (no cross-repo dependency).
• Files that already existed and differ were left untouched (purely additive).
• Placeholders substituted for Kenearos/blizz.
