[Gastown] Polecat agent incorrectly dispatched to triage work - no permissions #1958

What happened?
Polecat agent is being incorrectly routed to triage queue, receives triage work items but does not have permission to resolve them. Loop runs continuously. All work execution blocked. This is bug #1932 regression.
