dblposter v1.3.0 - Follow thy Standards Update

This release respects the standards required by Discordbots for automatic libraries, while also refactoring some internal mess.

Notable changes:

• Internal Timer changed, running every 30 minutes instead of every 2 minutes
• Added a 1.5 second delay before posting the stats, to prevent ratelimit errors (should your bot have over 60 shards and actually use this library)
• Added a manual post method which automatically sends the latest data. (Note: You do NOT need to specify any data as the library will do it for you.) This will reset the internal interval.
• Update the license to the actual license, GPL-2 not GPL-3
