test: add e2e test crdb/where.slt

What problem does this PR solve?

• add e2e test: "crdb/where.slt"
• RangeDetacher::detach will check the type of range and convert it
• fixed range extraction when using In expression
• DataValue::Time removes the zone
• in subquery supports tuple output
