When running the following command: WHO #channel, you will get a result similar to this:

The * indicates whether they are oper.

From QUOTE HELP WHO on Charybdis:

(00:06:02) who H       -       The user is not away.
(00:06:02) who G       -       The user is set away.
(00:06:02) who *       -       The user is an IRC operator.
(00:06:02) who @       -       The user is a channel op in the channel listed
(00:06:02) who                 in the first field.
