Species editor updates

• Adds back in the Comment tool for adding optional comments
  • This is a button that opens a dialog that allows for entering a comment
  • The comment can be edited or removed if needed
• Allows for deletion of blank annotations as well as persistent clearing of the species list
• Prevents a user from adding multiple annotations at the same time.
