Styles not compiling into `dist/css`

When configured not as a theme, the Sass files are not compiling into the dist/css folder.

Root cause: The last task is to clean the files out of the dist/css folder. But this task should only run when the package is a theme.

The fix includes:

1. setting the run parameter based upon whether the theme setting is set, i.e. see code here

2. Checking if this parameter is set to true in order to run the cleanStyles function:
