What does this PR do?

  • Release and publish steps have been moved to github actions
  • This will let us drop the legacy module packaging script
  • All missing release assets for v2.36.12 have been built and published
  • Bump electron version to 37.2.6 and nodel-libcurl version to 3.0.0
    • Release will be created after adding the tag
