Bump kube-burner version to 16.1 by updating the conditions each object waits for.
Also some QOL improvements like restructuring of our scale tests
Verification steps
kube-burner init -c ./control-plane-config.yaml --timeout 10m --uuid scale-test-$(openssl rand -hex 3)p.s. you'll need all env variables set correctly to test this. Look for readme in scale_tests
