Reopening because the first fix moved the failure forward rather than fully clearing the workflow. Evidence: manual workflow_dispatch run 26354075200 on main passed the previous Set up Python step, then failed at Install DevArch with ERROR: No matching distribution found for devarch-framework. Next fix is to install the checked-out repository with pip install -e . instead of resolving a non-published PyPI package.
