Implement use of Deployment.enc_is_on flag to optionally disable encryption for a test deployment

This repository needs to replace the "key_value_pairs_plain" key here and here with a "key_value_pairs" key.

The different keys are no longer necessary because the deployment.enc_is_on differentiates when the kv's are plaintext or not.
