feat: Add German translations for all anchor content and documentation

Summary

Add complete German translations for all semantic anchor content and documentation pages to provide a fully bilingual experience.

Current State

✅ UI is fully translated (navigation, buttons, filters, categories)
❌ Anchor content remains in English (46 files)
❌ Documentation pages remain in English (about, contributing)

Proposed Solution

Create German versions (.de.adoc) for all content:

Anchor Files

• Create docs/anchors/[anchor-id].de.adoc for all 46 anchors
• German files follow same structure as English versions
• Translate: title, proponents, descriptions, examples

Documentation Pages

• docs/about.de.adoc - German About page
• docs/CONTRIBUTING.de.adoc - German Contributing guide

Website Logic

• Update doc-page.js to load language-specific files
• Update anchor detail modal to load .de.adoc when German is selected
• Fallback to English if German translation doesn't exist

Acceptance Criteria

• All 46 anchor files have German versions
• About page translated to German
• Contributing guide translated to German
• Website automatically loads German content when DE language is selected
• Fallback to English works for missing translations
• New anchors can be added in English only and will display English until translated

Implementation Strategy

1. Phase 1: Translate documentation pages (about, contributing)
2. Phase 2: Translate all 46 anchor files
3. Phase 3: Update website loading logic with language detection
4. Phase 4: Test fallback behavior

Future Process

• New anchors are created in English (.adoc)
• German translations (.de.adoc) added when available
• Until translated, English version is displayed for German users
