Add filters to sourceimporter to reject data that has diaObjectId=0 or NULL, so that if mongo has ingested solar system alerts, they won't break the source import status.
cascasing changes from that
get spectrum.py and webap equivalent back into shape. Led to some refactoring of ltcv.
