Add instructions for setting up CTI directly on Windows

Following the suggestion from Petter Weibring, I am creating this issue so for version 2.0 of the Setting instructions, we include how to install directly on Windows.

Should it be part of the generic instructions? If so, the content is stored in https://github.com/LabVIEWCommunityTraining/Website-Home-Section, and the issue should be transferred there.
