Context:
Senders need to manage their active liabilities and cancel streams if necessary.

Independence:
Mock outgoing stream data.

Acceptance Criteria:

• Data Table displaying: Recipient, Token, Rate, Remaining Balance
• 'Cancel' button action column
• 'Modify' button action column
