Summary

add ArrowRelTableLayout with FLAT and CSR options
route CSR relationship tables through the pybind Arrow CSR registration path
add a simple ice-disk Parquet to Arrow memory example

Validation

python3 -m py_compile on touched Python files
uvx ruff check on touched Python files
