- Use github infra, instead of self-hosted
- Consolidate all platforms into a single workflow
- Tested via this run.

The code changes in this PR aren't strictly necessary to pass compilation with Visual studio C++ on windows. But they fix a couple of IWYU issues found by using GCC on windows. |
