Blank Loading screen

I've been having several issues late but starting a fresh topic here since I was able to get in the game a few minutes ago and I think I had those problems solved.
Now, after I got in the game with several characters, when changing zone I got the black loading screen. Now when I try to get back in I get this:

I'm fairly certain it is some issue with my IP addresses but when I am able to log in a few minutes ago quickly and without issue and now it won't work, I am confused and could use some help.
