🐛 Enhances effects of rice balls has incorrect values

Items found in sql/item_latents.sql that have wrong values set for them.

Expected behavior

Values to change:
Rogue Rice Ball: Beast Killer +5 --> Beast Killer +4
Naval Rice Ball: Arcana killer +5 --> Aquan Killer +4
Shogun Rice Ball: Double attack +5 --> Double attack +2

The above rice balls also have the values commented wrong in scripts/items lua's.
