[sql] Add 'SOA' content flag to Ethereal Junctions that lack it

What does this pull request do?

Adds missing SOA content flag to junctions that don't have them (about half of them). Not a huge deal I just ran into quite a lot running around on a "TOAU era" test server.

Steps to test these changes

load it up and goto one id and it won't be up.
