What does this pull request do?

This PR gives Steam Cleaner their missing TP drain AE and adjusts the max level observed in my cap.

This also gives BB their missing 12.5% MDT and observed STP needed for an 8 hit to 1k.

After further testing Manipulator with Tomahawk, the NM has specific resistances to all types.
