What does this pull request do?
This pull request changes the Moon gates to open at 12:00 and close at 03:00 instead of 18:00 and 06:00 which was what it was in era until the July 13, 2011 update.
Steps to test these changes
I have tested these changes by adding these changes into my test server, and sending my GM character to the moon gates and observing that they in fact open at 00:00 and close at 03:00 on Full Moon.
