What does this pull request do?

• Implements a RoV job adjustments module, and reverts many Monk job adjustments that took place in 2017.
• TODO left to implement at a later date, Footwork received a major overhaul in 2017 which I don't currently see a way to revert this in a module.

• Load module, see that Monk abilities and merit upgrades reflect the listed changes
