What does this pull request do?

This pull request audits multiple NMs in Oldton Movalpolos based on retail captures. Thanks to @Skold177 for the lua work on Goblin Wolfman. This pull request does the following things:

Bugbear Strongman (ID: 16822423, 16822427)

• Added always aggro behavior.
• Adjusted level range.
• Adjusted HP.

Goblin Wolfman (ID: 16822459)

• Adjusted level range.
• Changed subjob to WAR based on observed behavior.
• Adjusted HP.
• Reworked lua from the ground up. Previously he would use Blood Weapon and then his auto attacks would break. Now he will get the observed attack speed boost and damage boost during his 2 hour, which will then scale back once it ends. He now also has appropriate magic cooldowns as he casts stun up to every minute in the captures.
