What does this pull request do?

Changes the drop rate of Ro'meave Spring Water from Very Rare to Rare

Currently on LSB it is set to 1% which doesn't match the data we do have.

Taking a look at FFXI DB, the base drop rate without any TH is setting at just under 5%, trending up to 6.6% with TH2, and lastly over 9% with TH3+

Taking a look at the treasure hunter chart, Rare aligns almost perfectly, wheras Very Rare does not match at all.

Steps to test these changes

Kill pots, get water

Changes the drop rate from Very Rare to Rare
