What does this pull request do?

  • Implements missing abilities Flashy Shot and Stealth Shot. Marked a TODO for Flashy Shot as I'm not 100% certain on the current retail implementation. Has something to do with "D" damage and extra ranged accuracy.
  • Eagle Eye Shot now bypasses shadows/blink.
  • Adds various mods to setup functionality to be able to remove or add era relevant adjustments to Ranger abilities.

Steps to test these changes

  • Load changes, try out Flashy Shot, or Steady Shot
  • See EES now bypasses shadows
