What does this pull request do?

Makes some adjustments to various Ultima TP moves and increases some hard damage cap for higher level versions.

• Adjusts the fTP of Wire Cutter to 2
• Verifies fTP of Armor Buster @ 7.5
• Adjusts the AoE of Armor Buster to 20.0 yalms
• Verifies fTP of Equalizer @ 3.0
• Changes the damage cap for high level Ultima breath abilities to 750
• Changes the damage cap for high level Ultima Antimatter to 1500
• Removed some old unused variable checks in Proto-Ultima TP moves
• Adds some ENUM definitions for Proto-Ultima TP moves (These are still used in the Master Trial)
