[Fix] Corrects Tantra Cyclas +1 functionality and cleanup Impetus

What does this pull request do?

Tantra Cyclas +2 gives both Accuracy and Critical Hit Damage, whereas the Tantra Cyclas +1 only gives accuracy.
Up to this point, the cyclas +1 was giving both anyway.

While I was there, I cleaned up some of Monk's Job utils and The Impetus effect script.
