What does this pull request do?

Adds all of the marksmanship mobskills.

  • Implements marksmanship mobskills exactly as player weaponskills with pre-adoulin values where applicable.
  • Left wSC commented out (for now) with a TODO to capture more information about this. The main ability I had data on was Slug Shot, which matches nearly identical with it disabled.
