What does this pull request do?

Adds support for Snakeeye / Snakeye +1 Latent Effects & On-Hit Poison Effects

Wikis claim the rate is 100% on Poison, only affected by Resist Poison traits, I left a TODO to check if its effected by dLVL.

Steps to test these changes

!additem Snakeeye
!additem Poison_Potion
Equip Snakeeye, drink Poison Potion
See -20 HP/tick degen, +5 STR

TODO: AE Poison does not work at the moment, but the mods all appear correct.
