What does this pull request do?

I need to be able to simulate synths for my next TX PR so now's a good time to introduce this.

Runs a few recipes 1000 times at various HQ tier breakpoints and asserts the rate is close to theoretical.
Want to bump this to 10,000 in the future but xi_test needs optimization first else CI will take forever.
