[core] Lazy load instances

What does this pull request do?

Enables lazy-loading instances for both --lazy and xi_test

Replicates the pattern used by zone, the main difference being that lazy loading an instance may require lazy loading the underlying zone as well.

Steps to test these changes

Test included, tested !instance 7702 with and without --lazy
