What does this pull request do?

• Adjusts 1H Delays to 240 after additional captures.
• Adds base damage to DRG/SAM/DRK after additional captures.
• Adds a new hybrid logic type for PLD that allows it to use Shield Bash or Flash
• Utilizes Franks new Dual Wield PR to correctly set Dual Wield on the Ninja version.
