Allow multiple statements to be submitted at once

At the moment statements are accepted individually. Build functionality to accept multiple statements.

I am unsure of just how multiple statements are submitted and the spec doesn't seem to help. Is it an array of statements or... something else? Thanks.

Huh, I thought we'd addressed that before with clearer language. We certainly discussed doing it at one point. Statements are POST'd as a JSON array. Note also the language "The LRS MUST reject a batch of statements if any statement within that batch is rejected." which should be moved into that section.
