Add Whitelisted npubs and Blacklisted npubs actions: let other people use your relay alongside you by whitelisting their npubs, or ban abusive keys with the blacklist. The relay restarts to apply the change.

Important

Requires StartOS 0.4.0 or later. This package uses the s9pk v2 format, which StartOS 0.3.x cannot read. Sideloading it on 0.3.x fails with an "invalid package" error. If you're on the 0.3.5 stable channel, upgrade to StartOS 0.4 first.
