This PR reorganizes the lab handbook's navigation structure by moving meeting-related content from top-level entries to more appropriate sections within the Policies and Resources hierarchies.
- Moved meetings documentation from top-level to Policies section
- Added new policy and resource pages for conferences, workshops, and room booking
- Updated internal documentation links to reflect the new navigation structure
