Adds practical GitHub configuration guidance for new projects: recommended labels for issue triage and QA lifecycle, milestone strategy tied to /start behavior, and a greenfield path in /setup when a repo has no labels yet. Template comments mirror the same baseline for teams copying codecannon.yaml.

Also documents pulling latest before /version and regenerates Claude command files from the updated skills.
