Increase to 48fps breaks video coherency and quality.

Generating at default settings in the workflow works fine, but rendering at frame count 481 with frame rate 48 breaks the video. Quality is highly degraded and the camera movement is very stuttery and fast. It clearly is a broken output. Am I missing something?
