History / detector placed where it cannot run is dead code

Add detector-placed-where-it-cannot-run-is-dead-code 「両方向を検査する」制約を、新規 assertion 一本ではなく既存機構との被覆で満たしてよいと確定させた判断。#1705 / PR #2001 の brake 1 round 1 が出所で、Master の委任を受けて記録する。判定基準は到達可能性であり、走らない位置に置いた検出器は dead code になる。 Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
