fix(lint): ensure clang-format versions match

Description

This PR adjusts the workflow to use the same version for both clang-format steps. This will increase the maintenance burden slightly as we will have to manually edit files on dependabot PRs for the clang-format action.

Additionally, the second clang-format job (for problem matching) will now only run if the first one fails.
