Description

Stop ignoring package-lock.json and add lockfiles for the repo and examples (jekyll, doxygen, sphinx). Update .readthedocs.yaml to use npm ci (and --ignore-scripts where appropriate) for deterministic installs and faster CI builds. Lockfile contents are tracked but not detailed here.
