Netbot Should Bump Ticket Threads in Discord

When Netbot makes a thread, it appears in the list of channels for each user on the thread. However Discord limits this visibility to 7 days of inactivity - 14 days prior to the ticket being recycled. This puts tickets out of sight/out of mind, which is not ideal.

To make this better, Netbot should pester a ticket thread every 7 days to prevent it from disappearing. This can be done in a couple ways:

1. Netbot sends weekly reminders that "ticket will be recycled in X days"
2. Netbot sends a "bump" message to the channel and then immediately deletes it (still seems to count as activity)
