Remove project-specific notes and external references from PD pages
Strips the "Longhorn Silicon Notes" and "References" sections from all
eight Physical Design pages, leaving pure theory and methodology.
Also genericizes the remaining project-specific text: example instance
and guide names in the Placement TCL, the toolchain note in Signoff,
and the tool-version guidance in Tapeout Checklist.

Add Physical Design flow documentation; remove CAD team
Adds eight Physical Design wiki pages covering the implementation flow
from floorplan through tapeout:
Floorplanning, Power Planning, Placement, Clock Tree Synthesis,
Routing, Timing Closure, Signoff, Tapeout Checklist
Each page follows the existing Design Constraints house style: short
intro, flow diagram, concept and metric tables over prose, worked
Cadence commands with options explained, common-problem tables, and a
Longhorn Silicon section covering MatE/KVE/TIU specifics plus student
tapeout notes for GF180MCU, Sky130, and N16FFC.
Tooling references match the all-Cadence chamber: Genus, Innovus,
Pegasus (DRC/LVS), Tempus (STA), Voltus (rail), Quantus (extraction).
Open-source equivalents noted per stage for the OpenLane/LibreLane
proxy flows.
Also removes the CAD team from Home and _Sidebar.
